Outokumpu’s Tornio Works emerged from Finland’s ambition to build a fully integrated stainless steel industry. The development began after the discovery of a major chromite deposit in Kemi in 1959, followed by the opening of the Kemi Mine in 1960. To process this key raw material, Outokumpu established a ferrochrome smelter in Tornio, where production started in 1968. The availability of ferrochrome, combined with imported nickel, created the foundation for domestic stainless steel manufacturing.

A major milestone was reached in 1976 when the first stainless steel melt was produced at Tornio. The site was gradually expanded with hot-rolling and cold-rolling facilities, enabling the complete transformation of raw materials into finished stainless steel products within a single industrial complex.

Continuous technological investments improved efficiency, product quality, and environmental performance. Today, Tornio Works integrates the entire production flow — from chromite mining and ferrochrome smelting to stainless steel melting, rolling and finishing — making it one of the world’s largest and most integrated stainless steel production sites.

Tornio works is running two ferrochrome melt shops and two stainless-steel making lines with two electric arc furnaces and two AOD converters. Annual production capacity is up to 1.2 million tonnes.
